Heineken joint venture to build Dubai’s first major brewery

The United Arab Emirates approves the nation’s first large scale brewery in Dubai

Sirocco, a joint venture between Heineken NV and Dubai-based Maritime and Mercantile International, has announced plans to construct the Gulf region’s first large-scale brewery in Dubai, marking a significant shift in a region traditionally known for strict alcohol regulations.

Construction of the brewery is set to begin late next year, with completion expected by the end of 2027. The company has secured all necessary licences and permits for the project.

The facility will produce popular beer brands such as Heineken, Kingfisher, Amstel, and Birra Moretti, aiming to meet the growing demand in a market that attracts over 17 million tourists annually.

Sirocco intends to expand its workforce from 60 to 190 full-time employees to support the increased production.

The company, which has been supplying alcohol in the United Arab Emirates for nearly two decades, sees this move as a response to the evolving market dynamics and consumer preferences.

Dubai, the most populous city in the UAE and a major business and tourism hub in the Middle East, has gradually loosened its alcohol regulations over the past two decades.

Earlier this year, the emirate scrapped a 30% sales tax on alcohol and eliminated the liquor licence fee for residents, making it easier to purchase alcoholic beverages. However, sales to Muslims remain restricted.

In addition to Dubai’s initiatives, other emirates are also easing restrictions. Abu Dhabi, the UAE’s capital, has granted licences to establishments to sell locally brewed beer on tap. Ras Al Khaimah is also set to host the region’s first casino, being developed by Las Vegas-based Wynn Resorts Ltd.
